This goes for most other "tiles" mods as well! This mod does some very specific tasks in order to initialize which may break if other mods perform similar actions. If you are using 81 Tiles, disable this mod! 81 tiles has this feature built into it, and these mods are not compatible. Services are citywide which means that an ambulance will travel from one side of your city to the other to collect a sick person rather than a more local ambulance doing the same, this mechanic is obviously more stretched using 81 tiles so you will likely find sick people are not treated, dead bodies are not collected and crime takes longer to reached. just make sure that your computer is good enough to run the extra tiles as it significantly increases system uses, also be aware that the game mechanics are designed to use only 9 of the 25 tiles, unlocking all tiles goes against these internal rules so you should expect glitches and things no longer working as well as they did previously things like emergency services, rubbish collection etc. if it doesn't work on your computer then just turn it off, you will still be able to use the 25 tiles already unlocked but it's not a big issue. I don't know what issues you are talking about. 81 tile mod works differently and you need it activated all the time to work.
